US ‘Shoots’ New Duties on Malaysian Solar Imports

Solar cells from Malaysia exported to the United States (US), Cambodia, Thailand and Vietnam will be subject to high anti-dumping duties.


Malaysia’s rate of anti-dumping and countervailing duty (CVD) is the lowest at 8.59% compared to the other four Southeast Asian countries.


Meanwhile, the US Department of Commerce (US) found that companies in Cambodia, Malaysia, Vietnam and Thailand were receiving subsidies from China.


This is among the first countervailing subsidy (CVD) investigations in which the department has confirmed the existence of cross-border subsidies.


The decision will follow an investigation into a complaint by the American Alliance for Solar Manufacturing Trade Committee alleging that Chinese manufacturers are evading US tariffs by shipping solar products through Cambodia, Malaysia, Thailand and Vietnam.


However, the US also decided to impose dumping margins of 271.28% on Vietnam, 125.37% on Cambodia and 111.45% on Thailand on photovoltaic cell imports.


Overall, Malaysia exported solar products worth US$1.9 billion (RM8.31 billion) to the US in 2023 while receiving an average subsidy of 34.41%.
